What does "suspend" mean?

On Saturday, Hillary has promised to "suspend" her campaign and congratulate Barack for his position as "presumed" nominee for the Democratic Party. To "suspend" a campaign is not the same as dropping out of the race as her pledged delegates are still bound to vote for her on the first ballot at the convention. By not officially dropping out of the race, she is able to keep a small spark of hope alive within her supporters, which she can use as political leverage (remember those 18 million votes). Her campaign is also deeply in debt. By keeping hope alive, she can accept contributions until the last dollar is brought in. She can also sell her sizeable database of supporters to whoever she wants for quick cash. And Heaven forbid anything should happen to Barack between now and August, she could step in dabbing her eyes and offer to carry his legacy into the general election.
