Ok until they come for you

Suppose that law enforcement went to the listed addresses of all people with outstanding warrants and when they went to these addresses, they arrested anybody who looked like the person who they were after and they also arrested everybody else in the house for harboring a fugitive; and even after confirming that the arrested was not the person listed in the warrant, they still held everybody until they could verify that there were not outstanding warrants against the detainees at all. Would that be ok?
