This was my first thought too, murder applies strictly to the killing of humans, and not even all of those.
My take, a species, particularly a central species like salmon, is more important than a few individuals from a non-endangered species.
And get rid of the dam as a solution, that's stupid. We need all the non-carbon emitting power we can get our hands on, it's also worth more than a few marine mammals.
