Yes- if you can't afford to take care of children, it's irresponsible to have them. Just like it's irresponsible to take out a mortgage when you know you can't make the payments.

Sure, having kids is special and meaningful and you can't put a price tag on it, blah blah blah. But kids need food and they need medical care, and if you can't provide those things, it's selfish to reproduce just so you can have someone to love you.
