If threats of caning, or even beheading, do nothing to curb these numbers, what makes you think that anyone who wasn't already interested would try it simply because the path became even less fraught with social perils?

Call it an educated guess on my part. I observe the Western culture since the 1980's and I see unprecedented adventures into sexual activity at younger ages and more prevalent. Those numbers have not held steady I doubt. I see a lot young women experimenting with other women that did not occur before as well. Are they gay? No, they are willing to do whatever comes into their minds, and no social barriers or taboos or laws against it will certainly propagate the matter. Legalize pot and you get more pot, etc. Condone sexual promiscuity and you will surely get more as well.
