Once again you are making the fundamental error of equating government non-sponsorship with repression. This is the same mistake people make when they cry about "censorship" when the NEA declines to pay them for artwork that they can't sell to the public.

The government is not required to endorse any and all speech. It is simply forbidden to suppress it. Restricting wiccans from using government facilities to carry out their rituals is not the same as banning its practice.
