No, this is personal/individual...the article actually highlighted that quite effectively.
In this country, the individual can choose to wear or not the hijab for any reason they choose or no reason at all. And no person in this country is required to explain their actions and how they relate to the actions of others somewhere else in the world or even next door, unless they wish to do so, regardless of what anyone else thinks.
It is not essential to explain our every motivation for our every action (because every action/reaction is used to define ourselves in a larger context) to live in a multicultural world. Most people actually don't care as long as you don't bother them about what they're doing either.
If a person wants to explain, that's their right. If they don't that's also their right and it isn't any business of yours or mine until such a time as it effects either of us...which it doesn't.
