Yes. I once pointed out in a forum (in response to someone's thinking about terrorism) that the greater the threat of international terrorism, the greater the likelihood of international totalitarianism. The same goes for real or perceived threats of illegal activity.

Of course, it could be worse. A film I saw very recently, China Cry, pointed out that in Chinese there is no word for "privacy". If true, then overpopulation and other factors probably contributed to this long before the Communists took over the mainland.
