No government ever tried to maximize GDP?!?

Isn't maximizing GDP and adopting policies to reach that goal the guiding economic policy of the USA?

“We must continue to pursue an aggressive, pro-growth economic agenda.”

President Bush, 2004 State of the Union Address.

Classical economists have trained the public to value and demand economic growth, or the promise of growth from our politicians. Economic growth is progress and GDP and its derivatives are the dominate policy measures.
