While the article takes an approach that I had not seen before (the 9th and 14th Amendments) and is well thought out and presented, it seems to not focus on "the people" and sticks to the "military or militia right" to keep and bear arms throughout much of its text. The 1st and 4th Amendments also mention rights that are reserved for "the people" and should be considered in conjunction with the phrase "the right of the people to keep and bear arms shall not be infringed" when one is discussing the 2nd Amendment.
