As President Bush demonstrated when he flew aboard the carrier, announcing success is one thing. Actually accomplishing it is another. Few plans completely survive contact with the enemy, and the enemies of Gate's announcements will be legion. How much congressional opposition will there be to these plans, and how far is Gates (and Obama) willing to go in order to see these changes through? We'll see.
