kudos to Joseph Welch. But to be precise, he never said 'have you no shame?' he actually said,

'Have you no sense of decency, sir? At long last, have you left no sense of decency?'

The syntax of which is unusual in modern American usage, having more direct contemporaneous roots in British usage. but nevertheless, a sound bite for the ages which has been bowdlerised to, 'have you no shame?'
