Outcomes from treatment from individual doctors and performed at different hospitals fit a Bell curve. Your chances of recovery from a serious illness depends in large part to who you go to and where you go to for treatment. My problem as a patient is that there is no way for me to know who are the best doctors and which are the best hospitals. More importantly who are the worst.
