I am not sure of the answer because part of the problem I see taking place after disasters in areas of the world, are many people with their hands out for money, leaving no hands to help themselves.

An example would be is in the Philippines which have been inundated with storms are experiencing heavy flooding. In many areas the water has not receded because citizens are dumping trash in the streets blocking the storm drains and the water is backing up. Children have been playing in dirty water for months and the adults continue with their behavior.

Some people are getting tired of giving money that they have worked hard for, and has taken time away from their families, giving money to people who don't seem to want to help themselves. I think we have created a world of entitlement and I think that we are tired.

I am sick of feeling bad for people who bring problems on themselves because of their behavior. How do you change that? How do you make people care enough about each other to control their own behavior for the good of their neighbor?
