I don't get this argument. Neither the UN nor Gaddafi is new to crazy diatribes. The UN, though, is designed to give a voice to representatives of the world's governments, and because there are some crazy governments out there, if the UN is fulfilling its purpose it will include some kooky rants. I don't know much about the Libyan people but I strongly suspect that Gaddafi's job as their leader and symbol of their state doesn't require him to act like a deranged old man ranting about conspiracy theories. His performance was a (completely predictable) failure at his job.
