As for citizen of USSR and Russian - same diff. USSR was simply a rebranding of the Russian Hegemonic Empire.

There was very little anti-black racism in the USSR because there were no blacks in the USSR. As far as recent history goes - 80ies and upward, USSR-Russia are hardly the worst ones. For example, in a small nation in Africa, they recently killed a million of so people. The main reason was - they were of a wrong tribe.
