There's gender bias in the article, which is frustrating to read.

Furthermore I think they give some contradictory advice.

The point of time out, and the article is correct in pointing this out, is to function as a kind of "reality check" for the child. Their behavior is so inappropriate that socialization and/or warnings isn't enough, and they need to be alone for a few minutes to process and calm down, actually "get" that their behavior will result in removal from the tribe.

Talking to them, giving an extra minute of time out if they're surly, interacting with them totally defeats this purpose! You don't tell a kid they need to go in time out (and voluntarily go over there by themselves), you pick them up and put them in a chair and ignore them. If they're with-it enough to put themselves in time out, then time out isn't an appropriate punishment!
