I suspect this all depends on what your definition of the word tweaking is. Looks like the studio can claim it didn't move his nose or change the hair color. But it's also clear someone went in and darkened lots of areas -- a lot -- using the tone to essentially sculpt the first image into a more Cruise-friendly version. Photos are all just shadows and light, so mess with shadows and you wind up tweaking the hell out of it.
